Shipping under the BBNJ agreement – industry consultation event in Panama

Published
16 July 2025

With ratifications of the BBNJ agreement now standing only nine ratifications short of entry-into-force, attention is turning to what this will mean for international shipping and measures to protect areas of the high seas with significant biodiversity.

The SARGADOM Thermal Dome Project is one such project exploring what this might look like and is inviting the International Shipping Industry to participate in a consultation on vessel activity in the eastern tropical Pacific Thermal Dome: possible impacts, existing mitigations and potential future measures. BIMCO encourages members to participate and have a voice in these discussions.

The SARGADOM Thermal Dome Project is focused on studying and conserving the “Dome”, a unique oceanic feature, located in the eastern tropical Pacific. The “Dome” is characterised by the upwelling of nutrient-rich cold water, creating a highly productive and valuable marine ecosystem that supports diverse marine life, including endangered species such as blue whales and sea turtles. It is crucial for marine biodiversity and local fisheries, making its conservation vital for the livelihoods of coastal communities and ecological balance; it also spans economically vital national and international shipping routes. This project recognises the critical need for international cooperation to help protect and manage such a significant marine environment.

Have a Voice

This consultation event will introduce MarViva and the Thermal Dome Project to the international shipping industry and present draft findings from a recent socio-ecosystem diagnostic analysis. This will enable informed discussion of the project’s findings and open debate on the applicability, effectiveness, and benefits of existing good practice, such as speed reductions and seasonal routing, already widely employed by the international shipping industry towards protecting biodiversity. This will lead to further discussion around the impact of potential future measures in the context of the BBNJ (Biodiversity Beyond National Jurisdiction) Agreement.
